Columbia-Cascade By-Laws And Administrative Rules

1.1 The name of this organization shall be: Columbia Cascade (Section of the United States
Practical Shooting Association), [herein called: Columbia Cascade Section].
1.2 Purpose.
(I) The Columbia Cascade Section is formed to effectively serve the members of this geographic area,
(II) To promote the sport of Practical Shooting,
(III) To encourage and promote competition, sportsmanship and fairness for and to all members,
(IV) Develop programs and/or activities to recruit new member/shooters,
(V) And to offer safety instruction for use in the sport of Practical Shooting.
1.3 Offices.
The principal office of the Section shall be the address/mailing address of the Section Coordinator currently: c/o AIREFCO, Inc. 18755 S.W. Teton, P.O. Box 1349, Tualatin OR 97062.
1.4 This address shall change automatically with any change of address of the Section
Coordinator, or with change of Section Coordinator, without vote of the Section Board of
Directors or membership.
2.1 Authority.
(I) These By-laws, as approved by U.S.P.S.A./I.P.S.C. and approved by the governing body of the Section, shall govern the operations and administration of the Section,
(II) But in no case shall supersede or alter the duties of the Section Coordinator as defined in the By-laws of U.S.P.S.A./I.P.S.C.
(III) And where conflict may occur with the By-laws of U.S.P.S.A./I.P.S.C., the By-laws of U.S.P.S.A/I.P.S.C shall prevail.
2.2 Administrative Rules.
(I) Administrative rules may be adopted to carry out the provisions of these By-laws.
(II) Provide continuity at meetings,
(III) And to allow for the implementation of programs, duties and motions which arise and are not appropriate as a part of these By-laws.
3.1 Officers.
The officers of the Section shall be the Board of Directors as listed below; See Administrative Rules, Section 5 for specific job responsibilities.
(I) Section Coordinator: (i) Duties shall be in accordance with U.S.P.S.A./I.P.S.C.
and the Columbia Cascade Section By-laws, (ii) shall act as President at Section
Board meetings, and (iii) shall have no vote except to break a tie.
(II) Deputy Section Coordinator: (i) shall assist the Section Coordinator as directed,
by the Section Coordinator or Section Board Of Directors, (ii) in the absence of
the Section Coordinator, the Deputy Section Coordinator will perform the duties
of the Section Coordinator whenever the Office of Section Coordinator becomes
vacant until the provisions of the By-laws of U.S.P.S.A./I.P.S.C. are enacted, (iii)
act as Vice President of the Section Board, (iv) and shall serve with one vote.
(III) Competition Director: (i) shall coordinate Section matches, (ii) work with the Section
Coordinator, Board Of Directors, Section Clubs, and the various Match Directors, to
ensure a high level of competition, safety, and sportsmanship, (iii) in accordance
with the rules and principles of U.S.P.S.A./I.P.S.C., (iv) and serve with one vote
(IV) Secretary (i) shall keep an accurate record of the minutes of meetings of the Section,
(ii) and shall serve with one vote.
(V) Treasurer: (i) shall keep an accurate record of the finances of the Section, (ii) and shall serve with one vote.
(VI) Information Officer: (i) shall maintain all electronic systems, (ii) and shall serve with
one vote.
(VI) Club Representatives: (i) will be selected by and represent their Section Club (ii) and
serve with one vote.
3.2 Voting.
(I) At no time shall an individual hold more than one elected voting position on the Section Board Of Directors
(II) All votes shall be decided by a simple majority (50% + 1) of the quorum, unless specifically provided otherwise in these By-laws or the administrative rules.
(III) A quorum of members of the Board Of Directors for conducting business shall be more than 50% of the voting Board Of Directors members.
(IV) A quorum of members at any General Membership Meeting shall be those members present, the Section Coordinator or Deputy Section Coordinator plus two (2) Board Of Directors members.
3.3 Terms of Office.
(I) Terms of office for the Section Coordinator shall be as defined in the By-laws of U.S.P.S.A./I.P.S.C.
(II) Terms of office for the Board Of Directors shall run concurrent with the calendar year.
4.1 Meetings of the Board Of Directors
(I) Shall be held no less than quarterly, at a time and place decided by the Board Of Directors in advance.
(II) One Board of Directors meeting shall be held at each Columbia Cascade Section Club during the year and shall be open to all Section members.
(III) The Section Coordinator may call emergency or special meetings of the Board Of Directors by notifying all Board Of Directors members of the time, place and agenda. Notification shall be as outlined in the Administrative Rules.
(IV) Board Of Directors meetings shall be open to all Section members without vote. Time and place of Board Of Directors meetings shall be posted at member clubs in a conspicuous place.
(V) Roberts Rules of Order, Newly Revised shall prevail.
4.2 General Membership.
General membership meetings shall be called by:
(I) The Board Of Directors,
(II) Or by petition of ten (10) or more members of the Section.
(III) Meeting petitions shall outline the reason for the meeting and must be signed by the ten petitioning members.
(IV) Roberts Rules of Order, Newly Revised, shall prevail.
Article V – Nominations and Elections
5.1 Nominations.
(I) Nominations for Board Of Directors positions shall open on the 1st of November each year, shall be posted at each club, and placed in the Section newsletter on or prior to nominations opening.
(II) Positions shall be listed.
(III) All nominations submitted to the Board of Directors will be listed as per Article V, 5.2 (III).
(IV) Nominations shall be closed after thirty (30) days.
5.2 Elections.
(I) Election of the Section Coordinator and Board Of Directors shall be as defined in the U.S.P.S.A. By-laws.
(II) Elections shall be by secret ballot.
(III) Names of nominees shall be listed by alphabetical order, within each position.
(IV) Members shall mark only one nominee per position.
(V) Ballots double marked, or illegible, shall be discounted.
(VI) All members will be sent ballots via U.S. Mail by the 7th of December. In order for the vote to count, the ballots must be received by the Secretary prior to the 31st of December.
(VII) All members in good standing shall be entitled to cast one ballot.
(VIII) Members in good standing shall be as provided in these By-laws, under Article VI Membership, 6.1.
(IX) The nominee receiving the greatest number of votes shall be declared the winner.
5.3 Board Of Directors Vacancies.
(I) Should a Board Of Directors position become vacant, the Section Coordinator shall
appoint a member in good standing to serve the remainder of the term. The
appointee must be confirmed by a 2/3 vote of the Board Of Directors.
6.1 Membership in the Columbia Cascade Section.
(I) Must hold current membership in U.S.P.S.A./I.P.S.C. and member of a Section Club.
(II) Sign a Declaration of Affiliation with the Columbia Cascade Section, for the purpose of competing for slots to the Nationals.
(III) Members signing a Declaration of Affiliation are not eligible to accept slots in their selected Division to the Nationals within any other Section.
7.1 Funding.
(I) Funding for the Section shall be derived from set fees collected at the Points Match,
the Section Championship, and from other sources as deemed necessary.
7.2 Disbursement of Funds.
(I) Funds collected by the Section shall be used to administer the Section.
(II) Publish a newsletter at least quarterly.
(III) Provide Quarterly awards, and Section Championship Awards.
(IV) As directed by the Section Board Of Directors
Article VIII – Matches – Competition
8.1 Matches.
(I) U.S.P.S.A. Approved or higher matches shall be run in accordance with the U.S.P.S.A. Rule Book, current edition.
(II) Shall be open to all qualified competitors.
8.2 Competition Program.
(I) The Competition Program shall run during all seasons.
(II) Details of the Competition Program will be as defined in the Administrative Rules, (Article II 2.2) as adopted by the Board Of Directors
8.3 National Slots.
(I) All available slots to the U.S.P.S.A. Nationals will be awarded to the Section Champions in each division by individual class as recognized by U.S.P.S.A.
(II) Section level matches shall be run strictly by U.S.P.S.A. rules and guidelines.
Article IX – Section, Club Membership
9.1 New Clubs.
New clubs are welcome to join the Section with the approval of the Section Board Of
Directors and U.S.P.S.A.
10.1 Petitions.
(I) Must be submitted in writing to Board Of Directors, and provide all reasons or details for the request/petition.
(II) Must be signed by ten (10) or more Section members.
11.1 By-laws.
(I) Amendments shall be presented in writing, by a member in good standing, and shall be signed by the member(s).
(II) Amendments shall be read at one Board Of Directors meeting and amended and/or voted on at the next Board Of Directors meeting.
12.1 Administrative Rules.
(I) Administrative Rules shall be amended at Board Of Directors meetings.
(II) Amendments may be submitted by general members, in writing, and will be voted on as in (I) above.
These By-laws, as amended, are effective with approval of U.S.P.S.A. on January 14, 2003.

1.1 U.S.P.S.A classifications will determine which class, within the competitor’s division choice, an individual competes in for Columbia Cascade Points Matches.
1.2 A competitor can only compete in one division, each year, for Columbia Cascade Points Matches.
1.3 Section Champions overall, and in each division / class, will be determined by series of matches over the period of one year. The competitor’s U.S.P.S.A. classification at the last regular points match, of the competition year, will be his/her class for the final standings.
1.4 Competitor’s classifications will be updated, from the U.S.P.S.A. database, prior to each Columbia Cascade Points Match.
1.5 Open, Limited, Limited 10, Production and Revolver divisions will each have separate Section Champions.
1.6 All available slots to the U.S.P.S.A. Nationals will be offered to the overall winner by division, then to the winners of each class within each division, Grand Master through D.
1.7 All Section matches will be run according to U.S.P.S.A. rules and principles.
1.8 We will try to assure that all courses of fire are challenging, yet fair, to all levels -- Grand Master through beginner. We recognize that a variety of pistols are being used by our members and should attempt to make the courses of fire single stack neutral. Field courses dominate the sport at this time, yet we must also realize that standards and speed shoots are also a reflection on the overall skills needed by the shooter.
2.1 Each member club shall host at least one Section Points Match per year.
2.2 There will be a Section Championship Match equal in value to two regular points matches.
2.3 The final standings for the year will be determined as follows:
2.3.1 In each quarter there will be three points matches except for the Section Championship quarter.
2.3.2 The best two out of three points matches will be totaled to determine the overall standings for that quarter.
2.3.3 The Section Championship Match will carry the same value as one quarter and Section Championship awards will be presented the top 3 division / class placements per U.S.P.S.A. rules.
2.3.4 In effect, there are four (4) quarters. The best three (3) quarters will be totaled to determine a competitor’s year-end final point total.
2.3.5 Competitors must shoot at least one points match in three different quarters to be eligible for end of year plaques and slots to the U.S.P.S.A. Nationals.
2.4 Awards
2.4.1 Pins will be awarded quarterly by division / class for the top 3 places.
2.4.2 Year end awards will be awarded by division / class for the top 3 places as per Administrative Rules, Section 2, 2.3, final standings.
2.5 Match results will be sent to all competitors as part of the entry fee.
Section 3 – Host Club
3.1 The Match Director will be from the Host Club, and will be the final authority on match-related matters.
3.2 Course design for Points Matches will be reviewed by the Competition Director, at least one month prior to the Match for safety, and to assure that all stages conform to the guidelines set forth by the Board of Directors.
3.3 Section Points Match total round count will be a minimum of 135 rounds and a maximum of 150 rounds.
3.4 An Arbitration Committee of three experienced shooters will be chosen, should the need arise, at the Section matches.
3.5 A written walk through will be read by the Match Director to all shooters at each stage; and will be posted in plain sight at the stage.
3.6 Each squad will have an experienced squad leader who will read the written walk through at each stage to assure that each stage is run according to the intended procedure.
3.7 Any problems with procedure will be brought immediately to the attention of the Match Director; so that we may head off the possibility of having a stage thrown out.
3.8 Chronographing will be conducted at the discretion of the Match Director per U.S.P.S.A. rules.
Section 4 – Emergency Board Meetings
4.1 Emergency Board meetings can be called by the Section Coordinator or Deputy
Section Coordinator (Section Coordinator absence) when deemed necessary. A
Quorum must be in attendance to conduct section business.
4.2 Emergency Board meetings can be conducted in person, by phone or via email.
Section 5 – Board Member Job Responsibilities
5.1 Section Coordinator:
5.1.1 Is the local link to U.S.P.S.A. for the competitor and Section Clubs.
5.1.2 Insure all Section Club matches meet U.S.P.S.A. standards.
5.1.3 Ensure that all Section Clubs file U.S.P.S.A. reports in a timely fashion.
5.1.4 Administer slot distribution per Section By Laws.
5.1.5 Provide communication between Section Clubs and U.S.P.S.A.
5.1.6 Assist in forming new clubs with the Section.
5.1.7 Support Section Clubs leadership.
5.1.8 Promote Range Officer Classes.
5.1.9 Act as Match Director (or designate a Match Director) for the Section Championship.
5.1.10 Resolve disputes between Section Clubs.
5.1.11 Be an advocate for U.S.P.S.A.
5.2 Deputy Section Coordinator:
5.2.1 Shall assist the Section Coordinator as directed by the Section Coordinator.
5.2.2 In the absence of the Section Coordinator, the Deputy Coordinator will perform the duties of the Section Coordinator.
5.2.3 Act as Vice President of the Section Board.
5.3 Competition Director:
5.3.1 Coordinates the Section’s Points Match Calendar.
5.3.2 Maintains Section Members point accumulation during the course of the competition season.
5.3.3 Responsible for the Section Clubs implementation of U.S.P.S.A. Safety Surveys of their respective ranges.
5.3.4 Coordinates the Section Clubs “New Competitor Programs”.
5.3.5 Responsible for coordinating a uniform training program for new competitors.
5.3.6 Promote Practical Shooting throughout the Section.
5.4 Secretary:
5.4.1 Record meeting minutes and publish for approval.
5.4.2 Maintain past meeting minutes and have available for future reference.
5.4.3 Schedule and communicate up-coming board or special meetings with Section Board Members.
5.4.4 Responsible for all official Section Membership Correspondence including the Section newsletter, election ballots and affidavits.
5.4.5 Maintains Section mailing list (names, addresses, email addresses)
5.5 Treasurer:
5.5.1 Collect Section fees from Section Club Points Matches.
5.5.2 Collect entry fees from Section Championship competitors.
5.5.3 Pay Section bills by due dates and maintain organized expense records.
5.5.4 Maintain an accurate statement of accounts.
5.5.5 Prepare and present a financial statement to the Section Board at CCS Board meetings.
5.5.6 Aid and assist the Section Coordinator or his or her delegates in formulating the annual Section Budget or Special Events Budgets.
5.6 Information Officer:
5.6.1 Aid Section Clubs with EZ Win Score problems.
5.6.2 Maintain the Columbia Cascade Section Website.
5.6.3 Assist Section Clubs with website problems.
5.6.4 Link all section club websites together to provide Section Information to members.
5.6.5 Promote Practical Shooting throughout the Section, electronically.
5.7 Club Representative:
5.7.1 Represent the interests of his or her Section Club in Section affairs.
5.7.2 Act as liaison between the Section and the Section Club.
5.7.3 Promote Practical Shooting throughout his or her Section Club and the entire Section.
5.7.4 Write Section Club news articles for the Section Newsletter.
5.7.5 Assist the Section with special projects.
